I guess they didn’t want the best sniper rifle in New Vegas to be as heavy as a Fat Man, which is exactly 30 lbs in game. Also, the PGM Hécate II weighs 30.42 lbs without the scope, whilst it’s New Vegas counterpart weighs at least 20 lbs, with scope. Strangely enough, the PGM Hécate II holds 7 rounds, while the Anti-Materiel Rifle from New Vegas holds 8. Looking at the two guns side by side, I can see some similarities: the distinct muzzle brake at the end of the barrel, the same scope, the butt of both guns are the same, Bethesda pretty much made an exact copy of the original PGM Hécate II in Fallout: New Vegas. The real gun’s original designer was a guy named Gilles Payen.
